Promotion of a Consistent Culture of Protection (PCCP)

The Promotion of a Consistent Culture of Protection (PCCP) project was established in the Society of Jesus in 2018 to help fulfil the mandate entrusted to Fr. General by the General Congregation 36 (2016), ‘to continue working with the Major Superiors and Conferences to promote, within the communities and ministries of the Society, a consistent culture of protection and safety for minors’. This commitment of the Society of Jesus was reinforced in 2019 with the publication of the Universal Apostolic Preferences (2019-2029). The 2nd Universal Apostolic Preference (UAP) calls us to:

“Commit ourselves to help eliminate abuses inside and outside the Church, seeking to ensure that victims are heard and properly helped, that justice is done, and that harm is healed. This commitment includes the adoption of clear policies for the prevention of abuse, the ongoing formation of those who are committed to mission, and serious efforts to identify the social origins of abuse. In this way, we effectively promote a culture that safeguards all vulnerable persons, especially minors.” This UAP provides a clear focus and direction for the work of the PCCP project.

Since addressing and overcoming abuse is fundamentally a matter of justice, the project comes under the supervision of the Secretariat for Social Justice and Ecology of the Jesuit General Curia.

The project continues today, supporting all Jesuit Provinces, Regions, and Networks in their safeguarding journey.

Structure

There is a safeguarding delegate (Jesuit or lay) in each of the six Conferences of the Society of Jesus: JCEP, CPAL, JCAM, JCAP, JCSA and JCCU. In some locations , these Delegates work with a Conference Safeguarding Team.The global networks of the Society of Jesus, for example Fe y Alegría and the Xavier Network, have also delegates and safeguarding teams.

These delegates have oversight and care in promoting a consistent culture of the protection in the Provinces, Regions and networks of the Conference. A key role of the Conference Delegates is to accompany, support and offer training resources to the Province safeguarding person/team. They meet regularly with them.

The PCCP Conference Coordinators meet 4 times a year with the PCCP global team and are in constant dialogue with them in progressing the work of safeguarding in the global society. PCCP also collaborates and coordinates with the safeguarding delegates and teams of the global Jesuit networks, for example, Xavier network, Fe y Alegria and JRS.

PCCP coordinators also respond to the ongoing requests from the universal Church, the General Curia, the Conferences, and the Networks and Provincials. PCCP Co-ordinators also participate in in-presence and on-line meetings, training and conferences across the world.

John K. Guiney, SJ

Project Coordinator

Irish Jesuit and member of the Jesuit Province of Eastern Africa. Worked in Eastern Africa for 25 years in formation, administration, pastoral and justice works. His last ministry in Eastern Africa was Regional Director of Jesuit Refugee Service (JRS) Eastern Africa. He is at present Director of Irish Jesuits International and is the Co-ordinator of the Promotion of a Consistent Culture of Protection (PCCP) project in the global Society of Jesus since its inception in 2018.

Dr Sandra Racionero-Plaza

Assistant Project Coordinator

She holds a double PhD from the University of Wisconsin-Madison, where she was a Fulbright scholar. She has spent 21 years of her scientific career analysing the social causes of different types of abuse and the interventions that can prevent and contribute to their elimination, as well as support the recovery of victims. She has trained professionals and communities internationally, including Fe y Alegría schools and members of the Xavier Network. She is PCCP assistant project coordinator in the global Society of Jesus.
